There will be a regular Board meeting this Thursday at the Doyle Recreation Center on Regents Road. It starts at 6:30pm. Here is the agenda for the meeting.

Board Meeting July 2

There will be a regular Board meeting tomorrow evening, July 2. As usual, it is being held at the Doyle Recreation Center on Regents Road and it starts at 6pm.

The agenda for the meeting was posted at each of the carports.

Note that this is the first chance to meet the new property manager, i.e. David Dickter from Menas Realty.

Election Results

Our Association has two new Board members: JV Agnew and Ezra Van Everbroeck were elected to fill the open director positions. Both will also serve as officers: JV Agnew is the new secretary; and Ezra Van Everbroeck is the new president. Glenn Lyons continues to serve as the treasurer for Playmor Terrace. Marius Ardeleanu takes over the office of vice-president from Sam Goldberg who will be the member-at-large among the directors.

Brief reports about the last two Board meetings will be posted soon.

Annual (Election) Meeting tonight at 6pm

The Annual Meeting that was adjourned last month due to lack of quorum will take place tonight at the Doyle Recreation Center. Registration starts at 5:45pm. The quorum has dropped from 50% of the owners to 25% so it is certain that quorum will be reached. The agenda for the meeting can be found on page 2 of the election package.

Two Board positions are to be filled tonight: the one vacated by Cathy McVey earlier this year and the one held by current president Marilyn Dupree (as she did not nominate herself this year). The results of the elections will be posted here after tonight’s meeting.

Stratus Management Resigning

At last week’s Board meeting, our property management company, Stratus Management, announced that they are resigning at the end of this month. Let’s hope the Board is already interviewing other companies.

As a minor site update, we have added the newsletters for April, May and June.

Board Meeting Today June 4

There is a regular Board meeting tonight at the Doyle Recreation Center. It starts at 6pm. Besides the usual items such as the financial report and homeowner discussion, the agenda for the meeting also lists the Reserve Study, a Wood Inspection Update (under unfinished business), and a Fire Damage Update (under new business).

Current California law requires all agenda items to be posted at least four days before any Board meeting. This agenda appears to have narrowly missed the deadline.

Please note that the postponed Annual Meeting is still scheduled for next Wednesday, June 11.

No Quorum; Annual Meeting Adjourned till June 11

Only 69 owners were represented at the annual (elections) meeting today, so quorum (85) was not reached. No agenda items could be discussed so the meeting was adjourned until June 11. At that meeting, quorum will be only 43 votes so it is already certain that this will be reached then. If you haven’t voted yet, you can still do so by mailing in your ballot (contact Stratus Management if you have misplaced your original one) or by attending the June meeting.

The big annual meeting till take place next Wednesday evening at the Doyle Recreation Center. The highlights should include the election of two new Board members as well as a presentation of the budget for next year.

Ballot for Annual Board Elections

All owners should have received an elections package last week from The Inspectors of Election, i.e. the independent company that is handling our annual elections. The package includes the agenda for the May 14 meeting, information about the three candidates for the Board, a mail-in ballot, two envelopes, as well as instructions on how to vote correctly. Recall that recent changes in California law entail that very specific procedures have to be followed for HOA elections. In short: assign your two votes on the ballot form, either by giving one vote each to two candidates, or by giving both your votes to a single candidate. Do not otherwise mark up the ballot form. Put the ballot in the inner envelope and seal it. Then put the inner envelope into the other one, and seal the latter. Sign the outer envelope in the top-left corner, add postage, and put it in the mail.

Other voting options are to attend the May 14 meeting either in person or via proxy. Although the use of proxies is no longer encouraged, they can still be used because our Bylaws allow them. Board candidate Ezra Van Everbroeck has provided us with a valid proxy form for these elections. You can fill it out and mail it to him, or use it as a template to generate a proxy form for someone else.

The ballot for next month’s election is surprising because of the absence of current President Marilyn Dupree. The three candidates on the ballot are JV Agnew (an owner who has attended several Board meetings in the last year, but who did not provide any information about her candidacy), Kimberly Dotseth, and Ezra Van Everbroeck. The latter two did provide information about their candidacies in the elections package.

April Board Meeting Report

The April 9 Board meeting was again reasonably well attended. All four current directors of the incomplete Board were present, as were Katie and Sue Besek from Stratus Management, as well as about eight owners. Most of the meeting was harmonious, but things got ugly toward the end. Treasurer Glenn Lyons had major taken offense at a recent letter by director Marius Ardeleanu asking (among other things) him to resign, and produced a lengthy and loud (and unprofessional) tirade to express his unhappiness. Despite the close vote at last year’s recall election, director Lyons still appears convinced that there are only a few owners (most of them foreigners) who are unhappy with how the Association has been managed in the last several years.

Money matters: the reserves of the Association are still going up. We have almost $300,000 in checking and saving accounts, with another $33,000 in ‘accounts receivable’ (i.e. money the Association is owed). Treasurer Lyons will verify that the interest rate on the savings accounts is competitive.

Owner Larry Harris stated that there appear to be communication problems for owners who try to reach the Board via the management company. Not all correspondence sent to the Board this way actually reaches them. He also pointed out that not mentioning next month’s annual meeting in the last newsletter was a major oversight.

Owner Evita Beas mentioned that there is a proposed California law that will require all Board members to take a short real estate course starting next year.

Owner Jerry Potts asked when the complex would be painted again. President Marilyn Dupree replied that any needed wood repairs have to be done finished first. In addition, it is unclear when there will be enough money for painting. A recent quote for painting the entire complex asked for $190,000.

From the management report: the wood inspections around the complex are almost done, and bids to clean the gutters are being collected. We can expect work in these areas to commence in the near future. Similarly, some trees that are in danger of falling down will be removed.

Next month’s annual elections will be handled largely by a separate La Jolla based company called The Inspectors of Election (check their web site for more information about them). [UPDATE: Another company, HOA Elections, is still in the running as well. See director Ardeleanu's comment below for details.] However, the initial envelopes will still be produced by our management company. California law states that the ballots must be mailed at least 30 days before the election (May 14), so all owners should be receiving their mail-in ballots this week. As in the past, owners can also vote in person at the actual meeting, or give a proxy form (and instructions) to another owner.
