November Board Meeting on 11/14

The next regular Board meeting is supposed to take place next Wednesday (11/14), starting at 6pm at the Doyle Recreation Center on Regents Road. One item presumably on the agenda is the re-scheduling of the Board Recall meeting that was canceled due to the fires last month.

By waiting till Wednesday, the current Board will have taken more than 20 days since the cancellation to re-schedule the Recall meeting. California Law gives a Board 20 days to schedule such a meeting. On the other hand, the current Board took more than 20 days to schedule the initial meeting. California Law also states that such a meeting should take place between 35 and 90 days after receipt of the request for a meeting. The current Board scheduled the original Recall meeting to take place after no less than 92 days. One can easily notice a consistent pattern here and it is likely to be held against the Association if the issue ends up in court one day.

The residents in our community who have expressed concern about noise disturbances will be happy to hear that the City of San Diego will be enforcing a new program in the University City area (among others) as of December 1st. Landlords and tenants of noisy dwellings can be fined $1,000 by the City itself. More information about the program can be found in a recent Sign-On San Diego article.

    To this date the so-called “Inspector of Election” remains anonymous and has not yet been disclosed by our current Board of Directors or by our Management company. On September 21, 2007, Stratus Management mailed a return envelope for the re-call ballots together with accompanying instructions. As per instructions Playmor Terrace owners had to mail their ballots to the “Inspector of Election”, the unidentified addressee printed on the return envelope.

    We have not yet received the November Newsletter to cast some light about this month’s meetings (the regular and special meeting time and location etc.) and other pertinent issues (budget, preparedness for emergency situations, due improvements, excessive irrigation)

    In the interest of water conservation and in the interest of reducing the association’s water bill I will encourage the management company once again to address the issue of excessive irrigation, issue brought up by different owners during our regular meetings. In spite of the recent cooler temps, the rain, and the obvious signs of over watering the sprinklers are still working daily and forcefully in many areas.
